the responsable possession of a dog always has been a hard thing about chilean legislation, however, a different topic is about the street dogs situation because they're living in streets already. so, municipality of santiago, specifically the mayor carolina toha, chose the mulct as a punishment against people who feed street dogs without be their owners. the initiative generates from the critical situation of many dogs as a population control of dogs and it was presented by municipality as order 106 about protection and responsible pet ownership. it consists in a payment of 200.000 pesos if person who feeds street animals does not take of them.
the disadvantage of this is about defense of life. although the population control of animals is a real problem in the city, authorities boast of defense of life and animal protection, so it seems like a contradiction in moral and legal terms. we can see thousand of dogs starving on streets. they need love and food, so some people feed dogs without an interest to be a dog owner because a lot of them never will be confortable living at home. they are accustomed to living in street.
according to a study from universidad iberoamericana de ciencias y tecnologias, in gransantiago there are 1.142.037 between 2000 and 2006. the number would increased in last years. meanwhile it does not exist legal and cultural answers to solve the problem and answers continue coming from small orders without a previous social plan, authorities mustn't prohibit a free relationship with street animals, understanding that any street situation works in freedom. there is a fine line between authorities and legal power and cultural practices.
